CDHP State Summary: Delaware Dental Medicaid
Although the Delaware Medicaid program operates primarily through a managed care system (the Diamond State Health Plan) under a section 1115 waiver, the dental program functions outside the waiver and is administered directly by the state agency, the Division of Medicaid & Medical Assistance within the Department of Health and Human Services (DHHS). From the 1970s until 1998, the dental program functioned almost exclusively through state-operated, school-linked public health clinics that employed a small number of full-time dentists and contracted (part -time) dentists. The first private dentist began participating in the program in 1997.
